October Update from the National Solidarity against Sexual Exploitation of Women


In October 2025, the National Solidarity against Sexual Exploitation of Women held a policy workshop to outline key advocacy priorities and demands in response to the launch of the new government and the appointment of the new Minister of Gender Equality and Family.


The workshop brought together board members from member organizations as well as directors and team leaders from affiliated shelters, counseling centers, self-support centers, and centers for children and youth victims of sexual exploitation. Participants reviewed pressing issues identified in the field through each network and collectively refined the organization’s shared policy agenda. The session also provided an opportunity to discuss the key policy proposals submitted during this year’s National Assembly inspection, including: addressing overseas sex buying by South Korean men; strengthening regulation of online platforms facilitating child and youth sexual exploitation; and promoting a full revision of the Act on the Punishment of Prostitution to decriminalize women in prostitution.


The outcomes of each discussion will be further organized by network and delivered to relevant ministries such as the Ministry of Gender Equality and Family, accompanied by active advocacy for their implementation. We look forward to your continued solidarity and support.


The National Solidarity also published its second policy paper of the year. Titled “Understanding and Responding to the Realities of Sexual Exploitation of Children and Youth,” this paper reexamines the issue of youth sexual exploitation within a broader socio-structural context and explores practical strategies to respond to the evolving forms of exploitation. Drawing on recent data from the Korean Institute of Criminology and Justice’s annual report, “Trends and Analysis of Sexual Crimes Against Children and Youth,” the paper analyzes patterns in sexual exploitation offenses over recent years. It also shares insights and challenges from member organizations operating support centers for child and youth victims of sexual exploitation in Daejeon and Gwangju.
